  • Breathe Out – Feds Simplify Requirements for Meaningful Use Reporting

    On October 2, the Centers for Medicare and Medicaid Services (CMS) released a final rule related to EHR Incentive Programs in 2015 and future years. The rule outlines Meaningful Use requirements for 2015 through 2017 under "Modified Stage 2" guidelines. 

    Modified Stage 2 simplifies the program requirements and offers increased flexibility that can help physicians successfully participate and avoid penalties in future years.

    Here are the key provisions of the final rule.

    • Align the reporting year with the calendar year, and adopt a 90-day reporting period for all health care professionals in 2015, and for new participants in 2016 and 2017.

    • Require physicians to attest to a single set of 10 objectives and measures, down from 18 total objectives in prior stages.

    • Reduce the threshold of patients expected to access their health records electronically from 5 percent to at least 1 patient seen by the physician during the reporting period.

    • Eliminate the requirement that 5 percent of patients engage in secure electronic messaging; instead require only that systems are capable of sending and receiving secure electronic messages and that functionality is fully enabled.

    Physicians will be able to attest to meaningful use for 2015 by submitting their data during the reporting period between Jan. 4, 2016, and Feb. 29, 2016.
