Illinois Resolutions Considered by AMA House of Delegates 
 

When the American Medical Association’s (AMA) 2009 House of Delegates met in Chicago in June, the ISMS delegation introduced 16 resolutions. The following summarizes those resolutions and the actions taken by the AMA.

AMA Resolution 5 (A-09) Lethal injection Reaffirms existing AMA policy
Calls for the AMA to republish CEJA policies dealing physician participation in capital punishments and to convey our policies on this subject to government officials.    
     
AMA Resolution 109 (A-09) Obesity Reaffirms existing AMA policy
Calls for the AMA to recommend that physician prescribed and supervised diet and exercise programming be eligible for insurance coverage, or employer flexible spending programs or tax deductions.
     
AMA Resolution 205 (A-09) E-prescribing Reaffirms existing AMA policy
Calls for the AMA to lobby for secure electronic prescribing of controlled substances.
     
AMA Resolution 206 (A-09) Interpretive services Reaffirms existing AMA policy
Calls federal legislation or regulation that requiring that physicians be reimbursed for the cost of providing interpreters.
     
AMA Resolution 208 (A-09) Forced participation in health plan Reaffirms existing AMA policy
Calls for the AMA to reject the principle of imposing any private or government third party payments or contracts upon physicians as a condition of licensure; physicians’ participation in such contracts or programs would remain voluntary.
     
AMA Resolution 209 (A-09) Medical lawsuit reforms Adopted
Calls for the AMA to negotiate with federal policymakers for inclusion of a range of litigation reform options in any federal health system reform package (e.g., traditional tort reforms, recovery limitations based on the Veterans Administration system, health courts, etc.)
     
AMA Resolution 302 (A-09) CME provider fees Adopted
Calls for a study of the intrastate accreditation system, including the ACCME fee structure for state accreditors and their providers; new compliance criteria; and the impact any changes would have on state accreditors and their providers.
     
AMA Resolution 303(A-09) Protect resident privacy Adopted with amendment
Calls on the AMA to oppose and work to eliminate questions relating to marital status or plans for children during residency interviews.
     
AMA Resolution 407 (A-09) Health Food Pledge Not Adopted
Calls on the AMA to sign and support the Health Food in Health Care pledge and to secure food for meetings consistent with this pledge.
     
AMA Resolution 408 (A-09) Perinatal addiction Reaffirms existing AMA policy
Asks the AMA to raise awareness among women of reproductive age (pre-conception) of the effects of perinatal drug and alcohol abuse. Encourages physicians to identify substance abuse in pregnant patients and provide them with treatment options; calls for study of a standardized patient screening tool.
     
AMA Resolution 605 (A-09) “Provider” editorial policy Adopted with amendment
Asks the AMA to adopt as editorial policy that “physician(s)” should not be referred to as “provider(s)” in AMA publications.
     
AMA Resolution 705 (A-09) Expedite office payment Reaffirms existing AMA policy
Asks the AMA to seek methods of rapid office payment by promoting more efficient adjudication and processing of electronic claims.
     
AMA Resolution706 (A-09) Standardize medical insurance cards Reaffirms existing AMA policy
Calls for the AMA to take an active lead in the development and adoption of a standard insurance card to be used by all payors.
     
AMA Resolution 707 (A-09) Pricing transparency Reaffirms existing AMA policy
Calls for legislation requiring pricing transparency by insurance providers through online resources, to educate patients and encourage their participation in the spending of their health care dollars.
     
AMA Resolution 708 (A-09) Physician/patient relationship Reaffirms existing AMA policy
Calls for the AMA to oppose unwarranted interference by payors and pharmacists in patient diagnosis, treatment and health management.
     
AMA Resolution 728 (A-09) Profiling Reaffirms existing AMA policy
Asks the AMA to adopt policy encouraging physicians not to “de-select” high-risk patients in order to bolster ratings, “report cards” or pay-for-performance programs.
